Three procurement-side trends are pushing office solar from optional to expected:

Public sector tenders. Central government and devolved administrations now use carbon-weighted tender criteria for procurement above £5m. Suppliers without documented Scope 1 and 2 reduction plans score lower. On-site solar is the clearest documented Scope 2 reduction lever.
