IETF

Industrial Energy Transformation Fund

Up to £30 million per project

Industrial decarbonisation & deep energy efficiency

The Industrial Energy Transformation Fund (IETF) supports industrial businesses to invest in energy efficiency and low-carbon technology. Run by DESNZ, the fund covers studies (40% intervention rate, up to £14m) and deployment projects (up to £30m). Most applicable in the Tees Valley Net Zero Teesside corridor and the Wearside / Tyneside manufacturing belt — both within AMP's 30-mile service radius.

Eligibility

Who qualifies for IETF

  • UK-registered manufacturing or industrial business
  • Energy spend above £150,000/year per site
  • Project covers low-carbon heat, deep energy efficiency or process electrification
  • Project demonstrates additionality (would not happen without IETF)
  • Project completes within funding window
  • Match-funded by the applicant (40-60% applicant contribution typical)

Not eligible

Who's excluded

  • Non-industrial businesses (use Capital Allowances instead)
  • Standalone solar PV without process integration (different commercial routes)
  • New-build projects
  • Replacement of recently-installed equipment
  • Domestic / residential installs

The process

How IETF works, end to end

We handle the entire application — you never speak to the granting body. The grant is paid to AMP and deducted directly from your invoice.

1

1. Industrial site energy review

We assess current process heat, lighting, motive power and ventilation loads. Identify opportunities for low-carbon retrofit.

2

2. IETF feasibility study

If the opportunity is material, an IETF Studies application funds the detailed engineering work at 40% intervention rate (max £7m).

3

3. Capital project application

The IETF Deployment competition funds capital with up to 60% intervention rate (max £30m for energy efficiency / £14m for deep decarbonisation).

4

4. Procurement

AMP coordinates procurement of plant and integration with your existing operations. We work alongside your in-house engineering team or your appointed M&E consultant.

5

5. Install + commissioning

Industrial installs are phased around operational windows. We handle CDM compliance, RAMS, contractor management.

6

6. Verified savings reporting

IETF projects require post-install MV (measurement & verification). We provide measurement plans, baseline data and ongoing reporting.

Context

What you need to know

IETF is the largest single source of industrial decarbonisation funding in the UK. The fund has run since 2020 with three competition windows to date; the current Phase 4 is open through 2027.

For Tees Valley industrial sites — particularly within the Teesworks Freeport — IETF combines with Enhanced Capital Allowances (100% first-year deduction) and Freeport NICs reliefs to make the post-tax effective cost of qualifying renewable installs the lowest available in the UK.

AMP's most common IETF support is alongside specialist M&E consultants on hybrid heat-pump / industrial heat-recovery retrofits at manufacturing sites in Sunderland (AESC battery gigafactory supply chain), Hartlepool (port-side manufacturing) and Wilton (Teesworks chemicals cluster).

IETF FAQs

Is IETF available to small manufacturers?

Effectively no. The £150k/year energy-spend threshold filters out most SMEs. SMEs should look at SME-targeted programmes (Carbon Trust SME loans, regional Local Energy Hub support) or Capital Allowances.

Can IETF fund solar PV?

Yes, where solar offsets the additional electrical demand from a primary process-decarbonisation measure (e.g. solar PV alongside an industrial heat pump or electric process kiln).

How competitive is IETF?

Highly. Phase 3 saw ~3-4× over-subscription. Strong applications have third-party-verified energy data, clear additionality, and demonstrate Scope 1 + Scope 2 reduction at process level.
